You can get the mask that I"m using here. The mask is from A-B-Z PSP 7 Nonsenses. From the menu at the top of the page, click on Downloads; when you get to that page there is a menu on the left; under Masks click on Page 1 and download the last mask on that page, which is mask #18.

Okay, let's get started on our frame!!
1. Open your image in PSP; Shift+D to make a copy of your graphic; close the original as we will be working with the copy of your graphic.
2. Set your foreground color to a color from your graphic and your background to the color white (#FFFFFF). I'm using color #242448 for my foreground color. Layers/New Raster Layer. Floodfill this layer with your foreground color. Effects/PluginFilters/Fantastic Machines/ Paint Engine using the borg preset. See settings below.

3. Masks/New/From Image/cat018. Masks/Delete. Merge into current layer? Yes.

4. Layers/Merge/Merge All (Flatten). Image/Add Borders 3 pixels symmetric checked. Click on your white border with your magic wand (tolerance 0 feather 0) to select. Apply your favorite BP preset or goldfill pattern. I'm using emmeshed gold from The Treasure Trove. She has some of the best BP presets that I have ever seen.
5. Selections/Invert. Effects/3D Effects/Cutout using these settings: Opacity 75; Blur 25; Vertical 3; Horizontal 3; repeat this cutout changing the vertical and horizontal settings to (-3). Selections/Select None.

6. Image/Add Borders 15 pixels symmetric checked. Select your border with your magic wand and floodfill with your foreground color. Effects/Texture Effects/Mosaic Glass using the settings shown below. Effects/Sharpen/Sharpen. Selections/Select None.

7. Image/Add Borders 3 pixels symmetric checked. Select your border with your magic wand and apply your favorite BP preset or goldfill pattern. Selections/Invert. Effects/3D Effects/Cutout using the same settings as in Step 5; Opacity 75; Blur 25; Vertical 3; Horizontal 3; repeat this cutout changing the vertical and horizontal settings to (-3). Selections/Select None.

8. Image/Add Borders 25 pixels symmetric checked. Select your white border with your magic wand and floodfill with your foreground color. Effects/PluginFilters/FunHouse/Quantum Tile using the settings shown below. Do not deselect.

9. Effects/3D Effects/Inner Bevel using the pillow preset but changing the Intensity setting to 60. Selections/Select None.

10. Image/Add Borders 2 pixels symmetric checked. Select your border with your magic wand and apply your favorite BP preset or goldfill pattern. Effects/3D Effects/Drop Shadow using these settings: Opacity 100; Blur 2.5; Vertical 1; Horizontal 1; repeat drop shadow changing the vertical and horizontal settings to (-1). Selections/Select None.

11. Add corners if desired. Resize if necessary remembering to go to Effects/Sharpen/Sharpen after each resize. Save in desired format. Below is another sample of the Quantumtile Frame using a light colored graphic.
