Okay, let's begin our tutorial!!
1. Open your image in PSP and go to Shift+D to make a copy of it; close out your original as we will be working with the copy of your graphic.
2. Effects/PluginFilters/Xero/Soft Mood using the default settings.

3. Set your background color to white (#FFFFFF); then on your background color box switch to patterns and select your goldfill pattern. You may also choose to use one of your favorite Blade Pro presets instead of a goldfill pattern. Set your foreground color to a color from your graphic. I'm using color #862507 for my foreground color.
4.Image/Add Borders 2 pixels symmetric checked. Grab your magic wand (tolerance 0 feather 0) and click on your white border to select. Floodfill with your goldfill pattern or BP preset.
5.Selections/Invert. Effects/3D Effects Cutout using these settings: Opacity 100; Blur 33.7; Vertical 0; Horizontal 0. If the graphic you are using is lighter than mine, you may want to lower the opacity to about 80.

6. Image/Add Borders 20 pixels symmetric checked. Select your white border with the magic wand and floodfill with your foreground color. Effects/3D Effects/Inner Bevel using the pillow preset. Selections/Select None.

7. Image/Add Borders 2 pixels symmetric checked. Select your white border with the magic wand and floodfill with your goldfill pattern or BP preset. Selections/Select None.
8. Image/Add Borders/30 pixels symmetric checked. Floodfill with your foreground color. Effects/PluginFilters/Funhouse/Circus Maximus using 144 for the Circle Setting. While your border is still selected, go to Selections/Promote to Layer. Then go to Layers/Duplicate and then to Image/Mirror. Next, Selections/Defloat. Make sure your Copy of Promoted Selection layer is the active layer and lower the opacity to 35 and change the layer blend mode to dissolve. Do not deselect.

9. Layers/Merge/Merge All (Flatten). Effects/3D Effects/Inner Bevel using the same settings as in Step 6 EXCEPT change the Intensity setting to 61. Selections/Select None.
10. Image/Add Borders 2 pixels symmetric checked. Select the white border with your magic wand and floodfill with your goldfill pattern or favorite BP preset. Selections/Select None.
11. Image/Add Borders/40 pixels symmetric checked. Select your white border with the magic wand and floodfill with your foreground color. Effects/PluginFilters/Alf's Border Fx/Mirror Bevel using the settings shown below. Selections/Select None.

12. With your magic wand click on the area around your frame. (See example below).

13. Effects/PluginFilters/Greg's Factory Output Vol 11/Pool Shadow using the settings shown below. Effects/Noise/Add Noise 10% uniform. Effects/Sharpen/Sharpen. Do not deselect.
